When it comes to the FBI spinoffs, we’ve always seen a bit of crossover. A couple of characters from the flagship FBI series have shown up in FBI: Most Wanted and FBI: International when the need arises. This is likely to keep happening in FBI’s newest spinoff series, CIA, and there’s one that makes the most sense.
The two characters we usually see show up are Jubal Valentine and Isobel Castille. The former usually appeared on the video calls with the Fly Team in FBI: International, while the latter would appear in person a lot in FBI: Most Wanted. It made sense as Jubal would be there for tactical needs, and Isobel was someone local the Fugitive Task Force could turn to, and was technically their boss still.

Jubal would make sense in CIA
Considering CIA is set in New York City, it does make it easy for any of the New York Field Office to appear in the new spinoff. However, out of everyone who works there, Jubal makes the most sense. After all, he’s the one who seems to work with these offshoot teams.
Just look at the FBI season 7 finale, where we saw Jubal working with a secret task force within the FBI. He’s also been the one to connect the most with the Fly Team, and he just works so great as a tactical go-to.
He doesn’t need to turn up all the time. The best way to make his appearances work is when they’re needed, such as when a case gets a little tricky and it’s the FBI that has more of the answers compared to the CIA for once.

Isobel’s current situation rules her out of a CIA appearance
Of course, Isobel would also make sense, as she would likely be someone the FBI side of the partnership would report to. However, Isobel’s situation in FBI season 8 is a little dicey. The last we saw of her, she collapsed, unable to breathe, likely due to the aftermath of the blast from the season 7 finale.
This doesn’t completely rule her out, but she probably will be focusing on her own recover in season 8. So, it makes the most sense to push the tactical arrangements and the leading of the New York Field Office to Jubal for the time being.
Once she is recovered, then she could step in with a cameo here and there. It would be great to see her pass on a case that she would have usually given to the Fugitive Task Force in FBI: Most Wanted.
