As the FBI: International series finale closes in, we’re looking for any sign of how the story will play out. Well, it looks like closure could come with a promotion for at least one character. Could this mean someone becomes the new boss of the Fly Team?

During FBI: International season 4, episode 18, Mitchell pulled Raines and Vo into his office to tell them about a GS-14 position opening up. Both Raines and Vo were being put forward for it if they wanted to go for the promotion, and in the end, they both agreed that they would be each other’s competition and remain friends afterward.
This opens the door for a new Fly Team leader in FBI: International
Of course, there are eyes on what this could mean for the way the series ends. There is a lot of speculation that Wes Mitchell will end up fired from the Fly Team. Or maybe he will choose to leave the Fly Team for another position Stateside. This would open up the leadership position again, and Vo made it clear to take over she needed to be at a GS-14 level.
With the upcoming promotion, there is the chance for that to finally happen. It only seems natural for an OG character to end the series taking over the team, and Vo and Raines are the only two OG characters left.
Who is more likely to take over the team in the FBI: International series finale?
Out of the two characters, Vo seems the most likely candidate to get the promotion. She has already tackled running the team when Scott Forrester went dark at the end of season 3. She was also promoted to his No. 2 after Jamie Kellett left at the start of season 3.
To be honest, Raines has been a completely overlooked character for seasons. His character development stagnated long before Mitchell came along, but all the focus on Mitchell this season hasn’t helped to fix that problem. The idea that Raines is a suggestion for a promotion is surprising because of this, so it seems more likely that Vo will get the promotion.
This doesn’t mean Mitchell is leaving the Fly Team
We do need to point out that there is nothing to say that Mitchell is leaving the Fly Team. While he could be fired, he doesn’t seem to want to leave Budapest right now. He doesn’t have much going in his life in the States, except for his dad now getting out of prison.
Vo or Raines could get a promotion that takes them away from the Fly Team. That seems to be the suggestion anyway, with both Raines and Vo admitting that they don’t really want to leave the Fly Team, but they need to think about their career progressions. Moving back to the States is the way to do that. Even then, Vo would be the most suitable agent to get the promotion based on what we’ve seen of the two characters over the course of the last four years.
