The first episode of NCIS season 23 certainly went the way we expected as Parker went off on a mission of revenge. However, the ending threw a twist we didn’t see coming, with Admiral Parker having to make a choice: follow orders and kill her brother or save her brother and disobey direct orders.
Of course, that was where the episode left things. It looks like Harriet Parker will take the step she has to for her career, but is she willing to lose her brother within days of losing her father? NCIS season 23, episode 2 suggests otherwise.

Harriet Parker has a choice to make in NCIS season 23, episode 2
The synopsis for the episode makes it clear that Harriet has a choice to make that is set to have deadly consequences. She’s been ordered to fire on the boat that is leaving for Canada, and usually, she wouldn’t have an issue doing that. The problem is that her brother is on that boat.
Now, he could survive, but she has no idea where he is on the boat. We know that he’s in a locked room, after managing to escape the people after him down there. He saw something in that room, but we have no idea what it is. Fortunately, Carla has no idea that he’s on the ship just yet, but it’s only a matter of time before she learns the truth.

Vance is likely to arrest Parker in NCIS
It’s unlikely that Harriet will give the order to fire on the boat. Or if she does, she’s going to make sure her brother is safe. We know that Parker is going to be arrested at some point in NCIS season 23, and not the young version who we met in the premiere episode. The current version we know is going to be arrested.
McGee questions Vance about whether he’s going to arrest the rest of the team as well. After all, they worked against Vance’s orders to find Carla, and they didn’t quite keep an eye on Parker that they were meant to. They’re not the ones who called in the fake bomb threats to shut down the Eastern Seaboard, though.
I am curious at whether Vance is going to arrest Parker because he’s broken the law, or because it’s the only way to stop Parker messing up the case even more. I’m going with the latter, because we’ve seen Vance a lot angrier than he was with Parker in the NCIS season 23 premiere.
