Raines made it through his surgery. We can see him in a photo for the new episode at HQ. He did make a joke about a roller knee support to be able to do his physical therapy in Europe instead of back home. He’s not planning on leaving the team.
However, Kellett is gone. Amanda Tate is coming into the team after Forrester was impressed with her work in the premiere episode.

What to expect in FBI: International Season 3, Episode 2
The episode will pick up with the Fly Team in the new HQ. This is a lot fancier than the building they had before, but it will take some getting used to. It looks like there are a few new faces to get used to, as well.
As for the case, they find out that a former FBI agent who was abducted in Libya has turned up in a brutal Tripoli prison. Forrester and Powell will go undercover to get him out, but it’s not going to be easy.
