When Commander Devlin didn’t give Voight his team back after four weeks, we knew that he likely didn’t want to do it at all. So, Voight went through other ways to get Intelligence back in the Chicago PD season 13.

In the Chicago PD season 13 premiere, we pick up four weeks after the events of the season 12 finale. Intelligence remains disbanded, but Voight was told by Devlin to give him (at least) four weeks to assess whether the team should be put back together.
I don’t think it was surprising to anyone to learn that Devlin never wanted to put the team back. Intelligence has had problems now and then throughout the course of 12 seasons, and it’s not like Voight has completely changed his stripes. However, Intelligence gets the job done, and it’s also not surprising to see Voight do whatever it takes to get his team back.

Voight uses blackmail in Chicago PD season 13
At the end of the Chicago PD season 13 premiere, Voight decided to use a trick he’s used before: blackmail. After finding some guns from the CPD in Raptor’s base, he got the ATF to run them to confirm the details. Sure enough, these were stolen guns that Devlin and others of the top brass didn’t report as being stolen.
Devlin and others didn’t want that to get out because of the embarrassment that it would cause. Well, Voight decided to use that against Devlin, making it clear that he would leak the information if he didn’t get Intelligence back. Clearly, Devlin took the threat as a serious one, because the end of the episode sees the team back, with Burgess and Torres getting their badges back.

Devlin won’t forget this
Voight has a bad habit of making enemies. Now, I get it that he likely felt like he didn’t have a choice but to use blackmail, but this sort of thing is sure to come up again in Chicago PD season 13. Devlin isn’t going to forget how Voight managed to bend his arm.
I wouldn’t be surprised if Devlin started to do his homework on Voight, even looking into the situation with Deputy Chief Reid. It wouldn’t take too long for all the details to come out, and then Devlin has something to use against Voight in the future.
Plus, Devlin could play it smart by releasing the information about the guns. Once that information is out, Voight doesn’t have a hand to play.
Maybe I’m giving this commander too much credit, though. He doesn’t seem like a guy to look ahead at all the consequences of actions, but I do think Voight might want to watch his back in Chicago PD season 13.
