What could have happened to Raines if FBI: International season 5 happened?

Raines's fate was left unknown in the FBI: International season 4 finale.
“Gaijin” – The Fly Team discovers they’re on the trail of a serial killer, taking the investigation, and Mitchell, to Japan to put an end to the international killing spree, on part two of the two-part series finale of FBI: INTERNATIONAL, Tuesday, May 20 (9:00-10:00 PM, ET/PT) on the CBS Television Network, and streaming on Paramount+ (live and on-demand for Paramount+ with SHOWTIME subscribers, or on-demand for Paramount+ Essential subscribers the day after the episode airs). One of the biggest issues with a TV series being abruptly canceled is that characters don’t get closure. That was certainly the case with FBI: International, as it was clear nothing changed to turn the season finale into a series one. That meant Andre Raines’s career was left in limbo at the end of the series.

Toward the end of FBI: International season 4, Wes told both Raines and Vo that they were being looked at for a GS-14 promotion that would take them back to the United States. As they both agreed to go up for it, they would have to wait until the series finale for answers. And then those answers didn’t come.

A Leader, Not a Tourist
“A Leader, Not a Tourist” – The Fly Team is introduced to Supervisory Special Agent Wesley “Wes” Mitchell (new series regular Jesse Lee Soffer) when his partner is shot in Los Angeles and the suspects flee to Budapest, sending Mitchell overseas, on the fourth season premiere of FBI: INTERNATIONAL, Tuesday, Oct. 15 (9:00-10:00 PM, ET/PT) on the CBS Television Network, and streaming on Paramount+ (live and on-demand for Paramount+ with SHOWTIME subscribers, or on-demand for Paramount+ Essential

Raines would have likely missed out on the promotion in FBI: International season 5

Had the show been renewed, we would have likely learned who got the promotion in the FBI: International season 5 premiere. My money would have been on Vo getting the promotion, as she was the one to show most of the leadership skills with the Fly Team. Even in the finale, she took charge when Wes left, making it clear that she was confident giving orders but remaining loyal and respectful to the team.

So, that would have likely meant that Raines would have remained with the Fly Team. This could have opened up a storyline for him focusing on growing as a leader to gain a promotion in the future. We may have seen him take the lead on more cases, especially if Wes was away more.

Would he have stuck with the Fly Team long-term, though? This could have been the push he needed to see what else was out there in his FBI career. In the end, I’m sure we wouldn’t have lost him in season 5, but there may have been a change later on in the series.

FBI: International would have needed more development for Raines

The problem with the series is that Raines was always forgotten about. The fourth season was Wes-heavy, which made somewhat sense considering he was the new character, but it was at the expense of all other characters. The best thing for FBI: International season 5 would have been to give Raines more to do.

We’d have needed to see him go undercover more, and we would have needed to see more of his personal life. It would have been great to see him socialize with people outside of work, and maybe even look at going on a date or two.

In work, he could have worked with Amanda more. He was the computer guy for Scott Forrester, and that changed in the third season when Amanda came in, but he wouldn’t have forgotten all of his computer knowledge, so it would have been great to see him work with her at points in cases.

FBI: International is available to stream on Paramount+.
