It turns out that while CIA is getting closer to production, it’s still looking for its female lead. At least, at the time of writing this, it is. To be honest, the decision not to bring one of the FBI: International characters in this series is one of the most short-sighted decisions yet.
After finding out that Hart Hoxton (Tom Ellis) is going to be a bit of a wild card, we learned that his female FBI partner will be one who is by-the-book. This immediately made us think of another FBI franchise character, and there is still time to bring her in.
While originally there were no plans to make any of the FBI: Most Wanted or FBI: International characters a main part of the new FBI series, a change could be good for the future of the show. After all, there have been a lot of disappointing delays recently, and the fans of the universe need to have a strong reason to give it a try.

Agent Vo fits the description of the CIA character
When CIA was originally being pitched, we learned that the FBI character would be a woman who was a “by the book” agent. Of course, we all know of one agent who is like that. Agent Cameron Vo would routinely stick to the rules when it came to hunting down suspects.
There was only really once when she acted out of character for herself, but there was a genuine reason for that. Her boss, Scott Forrester, had gone dark, and she needed to find him. She used all the tools available to do it, and in the end, she learned that he had found his mom and the two had escaped. Rather than allowing them to be caught, she wanted the information deleted.
Otherwise, Vo has taken on cases and worked within the parameters. Even when Wes Mitchell came to the Fly Team and took over, she didn’t just run with his decisions to work off the books now and then. She wanted to make sure everything was done right, which is why she got on so well with the rest of the team.

Agent Vo’s FBI: International storyline needs to be wrapped up still
With the inclusion of Vo in CIA, it offers a major benefit for FBI: International fans. This means that we can get a wrap-up storyline for the character.
The FBI: International series finale did not work as one. It left with a major cliffhanger over whether Vo or Raines got the GS-14 promotion and would go Stateside. There has never been an answer, and the only way to get one is to see one of the characters appear in either the flagship series or the new spinoff.
Having Vo be part of this new task force that involves both the FBI and CIA, it allows for the FBI: International series finale ender to be explained better. We could find out that Raines got the promotion and Vo was offered another job. Alternatively, we can find out that the promotion was actually linked to this FBI spinoff. Either way, we get the update that we’ve been waiting for.
There is still time for the new showrunner, Warren Leight, to realize that Vo is the perfect partner for Hart in CIA. It’s not like production has started yet!
